§ 36.01. PURCHASING PROCEDURES.

  • (A)

    The City Manager shall prepare rules and regulations pertaining to purchasing procedures for the acquisition of non-real property, goods, or services that shall apply to all personnel involved in the purchasing process. Such rules and regulations shall be in the form of a Purchasing Policies and Procedures Manual ("PPM"), which shall effective upon issuance by the City Manager.

    (B)

    The PPM shall include purchasing/acquisition procedures, fiscal controls, dollar limitation on purchasing authority of the various city officials and shall be subject to modification, amendment, or expansion as deemed necessary by the City Manager.

    (C)

    The rules and regulations set forth in the PPM shall be subject to and in accordance with the requirements and limitations of this chapter.
