§ 52.67. APPLICATION OF PROVISIONS.
The provisions of this subchapter shall apply to all persons using water both in and outside the City, whenever the City Manager has determined that a water shortage condition or that a water shortage emergency exists. The City Manager shall declare that a water shortage condition or water shortage emergency exists within the City upon such a declaration by the governing board of the South Florida Water Management District or the Department of Environmental Protection. The City Manager may declare that a water shortage condition or water shortage emergency exists within the City whenever average daily flows (ADF) measured at the City's water treatment facility reach or exceed eighty (80) percent of permitted plant capacity for fifty (50) percent or more of any thirty-day period.
