It is the intention of this subchapter that all public or private streets, highways,
avenues, lanes, access roadways or other like rights-of-way hereafter constructed
or modified in the City meet the right-of-way requirements, paving widths, construction
standards and other specifications set forth in this subchapter except as to an extension
of an existing street, thoroughfare, alley, avenue, lane or other like right-of-way
which shall be governed by Section 102.23.
