All repair work on motor vehicles, and storage thereof, except of serviceable and
operating vehicles, shall either be within completely closed buildings or shall be
effectively screened by a solid concrete block wall or equal fence as approved by
the City Building Official of not less than six (6) feet in height. No partially dismantled,
nonoperable or wrecked motor vehicle shall be stored or dismantled on the repair shop
pre mises, except as a direct, immediate and necessary incident to its repair, except
when screened as hereinabove required.
