§ 91.40. DEFINITION.

For the purpose of this subchapter the following definition shall apply unless the context clearly indicates or requires a different meaning:

At large. When a cat unrestrained by his owner wanders, roves or rambles off the property owned by or under the dominion and control of the owner, boarder, keeper or custodian of that cat.
